Visa Acquirer Monitoring Program 2025 Updates

VAMP has been a topic that has attracted the attention of many people in the payments industry, considering the previous announcements of the new program, where the disputes solved via Rapid Dispute Resolution would not be excluded from the ratio calculations.

There have been some recent updates communicated with effective dates beginning 1 June 2025.

This is how the updates will be : The VAMP ratio will continue to include all fraud (TC 40) and will now expand to include all fraud and non-fraud disputes (TC 15), still divided by total settled transactions (TC 05). The key change on this part is to add the previously excluded fraud disputes (TC 15), which Visa believes should be part of the program's goal of reducing both dispute friction and balancing fraud and dispute weighting.

The thresholds will now be increased, considering the inclusion of fraud disputes, thresholds for identification as Early Warning, Above Standard, or Excessive, as well as the Merchant Excessive thresholds will increase:

A few highlights:

  • Increased Minimum Counts: The minimum count of fraud and disputes for program entry will rise from 1,000 to 1,500 monthly TC 40 fraud and TC 15 disputes for most regions, with Europe, Middle East and Africa regions increasing from 100 to 150 combined disputes totalling USD 75,000.

  • Starting October 1, 2025, merchants will be charged $8 per CNP dispute, whether fraud or non-fraud. Merchants with five or fewer total fraud/dispute cases per month will be excluded from fee calculations. No fees apply for Early Warning cases.*

    *Fees subject to change according to Visa/Acquirers.

  • Exclusion Criteria: Disputes resolved through pre-dispute products (e.g., RDR, CDRN, Ethoca) and TC 40 fraud qualified for Compelling Evidence 3.0 will be EXCLUDED, contingent on data extract timing. This is a great news for companies that take advantage of those alerts.

  • Enforcement Dates: The enforcement dates will look like below:

    • Excessive threshold enforcement, and fees, will begin on October 1, 2025

    • Above Standard enforcement will start on January 1, 2026

    • The Merchant Excessive threshold reduction will be in effect from April 1, 2026.
